55+ Communities in Ohio
37 researched communities across 27 cities, 26 with a legal 55+ or 62+ age restriction. Most are in New Albany, North Ridgeville and Powell.
Ohio's 55+ market is spread across six distinct regional clusters, each anchored by one of the state's major metros: the Columbus metro (Franklin, Delaware, and Union counties), where PulteGroup's Del Webb division launched a major 2025-2026 rollout (Del Webb Maygrass in Plain City, a confirmed age-restricted community, alongside Del Webb Explore at Northstar in Sunbury, confirmed by the builder's own marketing to carry NO 55+ restriction) and Columbus-headquartered Epcon Communities has its single densest concentration of 'Courtyards' brand communities; the Cincinnati metro (Hamilton, Butler, Warren, and Clermont counties), with real Epcon, Drees Homes, and M/I Homes presence alongside a dense concentration of major not-for-profit CCRC operators (Episcopal Retirement Services, Ohio Living, Otterbein SeniorLife); the Cleveland metro (Cuyahoga and Lorain counties), anchored by Del Webb Hickory Greens (622 homes planned, Columbia Station) and several K.

New construction vs. resale in Ohio
Ohio's 55+ inventory mixes long-established resale communities (Avenbury Lakes in Avon, built 1999-2006 and now resale-only; Morningside at Martin's Run in Lorain, dating to 2005; The Willows and Western Reserve Village manufactured-home communities in Akron, dating to 1975 and earlier) with genuinely active new construction across every researched cluster. PulteGroup's Del Webb division is the most significant recent entrant, breaking ground on two large Columbus-area communities in 2025-2026 (Del Webb Maygrass in Plain City, up to 711 homes planned; Del Webb Hickory Greens in Columbia Station near Cleveland, 622 homes planned) alongside the unrestricted Del Webb Explore at Northstar sub-brand in Sunbury. Columbus-headquartered Epcon Communities is Ohio's most prolific active-adult builder by number of communities profiled, with confirmed 'Courtyards' brand communities across the Columbus (New Albany, Dublin, Powell), Cincinnati (West Chester, Loveland), and Dayton (Beavercreek Township, Dayton proper) clusters. K. Hovnanian's Four Seasons brand and its Morningside sub-brand anchor the Cleveland cluster (Elyria and Lorain), while Cincinnati-headquartered Drees Homes (Heritage at Miami Bluffs, Maineville) and M/I Homes (Retreat at Dustin in Galena, Browns Farm in Grove City, Retreat at Carriage Hill in Liberty Township, all confirmed sold out) round out the state's national-builder presence. Toledo's Stoney Creek (Monclova, 273 homes, 2019-present) and Waterside Sylvania (222 homes, 2006-present) represent an active, ongoing Northwest Ohio market. Fischer Homes, a major Cincinnati-headquartered builder with an active-adult filter across dozens of Ohio towns, was investigated but no single named flagship community could be confirmed -- flagged as a promising target for future research.
Taxes and ownership in Ohio
Ohio has its own administrative-code codification of the federal HOPA 80/20-occupancy exemption test, distinct from (and narrower than) Pennsylvania's PHRA. Ohio Administrative Code 4112-6-03 ('Housing accommodations for older persons'), effective April 11, 2023 and enforced under the Ohio Civil Rights Commission's authority (Ohio Rev. Code Chapter 4112), sets out Ohio's own regulatory test for a lawful 55+ restriction: (1) significant facilities/services designed for older persons' needs, or a documented necessity finding where that is impracticable; (2) at least 80% of occupied units having at least one resident 55 or older; and (3) published policies and procedures demonstrating intent to provide housing for persons 55 and older. This appears to operate as Ohio's own codification of the federal HOPA framework into state administrative code, rather than a freestanding state civil-rights expansion beyond it the way Pennsylvania's PHRA (which independently makes age 40+ a protected class statewide) or California's Unruh Civil Rights Act do -- closer to the 'relies on federal HOPA, now also codified in state code' posture also seen in New York, Delaware, and Maryland. This finding has not been independently verified against the full text of OAC 4112-6-03 or Ohio Rev. Code Chapter 4112, and should be verified against the legal source before being relied upon. Buyers should also note that a meaningful share of Ohio's confirmed 55+ inventory in the Akron/Canton cluster specifically is land-lease manufactured housing (Navarre Village, The Willows, Western Reserve Village), where the home itself is purchased but the underlying land is leased from the community operator for a separate monthly lot rent -- a materially different ownership structure than the deeded, fee-simple HOA/condo ownership that predominates in Ohio's other clusters, and one that should be confirmed directly with each community rather than assumed from 'homes for sale' marketing language alone. Ohio's dense network of not-for-profit CCRC/Life Plan Community operators (Ohio Living, Otterbein SeniorLife, United Church Homes, National Church Residences, and Cincinnati's Episcopal Retirement Services) also typically operates under entrance-fee and continuing-care-contract structures materially different from the for-sale HOA/condo communities this directory otherwise covers.
